On January 11, 2023, the Department published proposed rulemaking ("Improving Income-Driven Repayment for the William D. Ford Direct Loan Program" or "IDR NPRM") which would radically revise current repayment options available to student loan borrowers, transforming student loans issued under Title IV into a de facto grant program in violation of Congressional authorization (through the Higher Education Act of 1965). The Department's estimated costs have been found to be vastly flawed, even as the Department plans to use the IDR NPRM to create an alternative back door student loan debt cancellation program. DFI's FOIA request is for records of the Department's related communications with Members of Congress and congressional staff regarding its IDR policies.
