PRESS RELEASE: DFI Hires Veteran DOJ, ED Department Attorney to Lead Federal Agency Oversight Work


WASHINGTON—The Defense of Freedom Institute for Policy Studies (DFI) announced today that veteran attorney Paul Moore will serve as Senior Counsel and lead its federal agency oversight, transparency, and accountability work.  Moore, a former Assistant United States Attorney with the U.S. Department of Justice and Chief Investigative Counsel with the U.S. Department of Education, will also provide legal counsel on constitutional and civil rights matters for DFI.

As Chief Investigative Counsel at the U.S. Department of Education from 2020 until 2021, Moore served as a senior advisor to the General Counsel on statutory and regulatory enforcement matters and related litigation.  In coordination with the U.S. Departments of Justice, State, Defense, and Energy, as well as the National Institutes of Health and the National Science Foundation, he led the Department’s investigations of unreported multibillion dollar foreign contributions to American universities.

Prior to joining the Department, Moore served as Senior Counsel in the Office of Legal Policy at the U.S. Department of Justice, where he advised senior Departmental officials on regulatory, policy, and legislative matters.  From 2001 through 2010, Moore served in multiple roles at the Department of Justice, including Assistant U.S. Attorney and Special Assistant U.S. Attorney (District of Massachusetts and the Eastern District of Virginia) and Counsel to the Assistant U.S. Attorney General for the Civil Rights Division.

While in private practice, Moore was General Counsel for a U.S.-based company from 2012 through 2017, with a focus on regulatory compliance, contracts, sub-contracts, administrative, and employment law.

Moore earned his B.S. in History from the University of Central Missouri and received his law degree from the University of Missouri at Kansas City.  A resident of Texas, Moore is a member of the Massachusetts and Texas Bars and is admitted to practice in multiple federal courts.
